Germany was one of the top search countries for 67 within months of the meme going global. Two things explain it.
Sechs
German for six is sechs, which sounds exactly like a word that makes thirteen-year-olds laugh in any language. "Sechs sieben" therefore arrived with a joke already installed. German teenagers did not need the basketball context; the first word did the work.
Sieben
Seven is sieben. "Sechs sieben" has a nice hard rhythm and the gesture fits it. Some regions say it in English, some in German, and the two camps have opinions about each other.
The bans
German schools are, culturally, better at rules than most, and the 67 bans reflected that: written policies, defined consequences, letters to parents. They also failed like everywhere else, but with better documentation. Several schools reported that the ban was lifted within a term because enforcing it took more effort than ignoring it.
Basketball and football
Germany has a strong basketball culture, so the LaMelo Ball edits landed directly. Football added the 67th-minute tradition, and the Bundesliga's habit of showing the clock on a giant screen made it easy.
The word of the year question
Germany runs its own Word of the Year, chosen by linguists, and it did not pick 67. There was a campaign. The linguists were not moved. German teenagers took this as confirmation that the meme was working.
The leaderboard
Germany sits in the top ten on the 67 Tap counter with a notably high number of taps per player: fewer people, longer sessions. We interpret this as thoroughness.
